Guides are removed from Designer 9 and are now created
in Workbench 9. Build Guides in Workbench by using a data model
instead of a Designer XDP file.
Note:
Guides created in Designer 8.2 are supported;
however, you cannot import them into Workbench and edit them.
Guides in Workbench offer the following advantages:

Enables rapid Guide development without coding (for example,
JavaScript)

Supports additional customizing through Flex Builder

Enables model-driven development using a common model

Provides a data and constraint model to create Guides and
PDF documents of record
